After deleting drivers cant turn on my pc

I installed a new gpu and psu. Before, i had GT 1030, i deleted its drivers, and the screen just went black. I can turn on pc only with my cpu's graphics, with new gpu(R9 280x) in, i only see win10 loading screen, than everything goes black, but fans keep spinning. Cant boot in safe mode.

Have to clarify: Did you DELETE or UNINSTALL the driver?

To clarify: What power supply are you running?
The GTX 1030 is a roughly 14 Amps 300W PSU recommended
The R9 280x is a roughly 30 Amps 550 W PSU recommended

DDU MIGHT be helpful if it's strictly a driver issue, but not guarantee. It would be best to remove the graphics card and use just the motherboard Video while getting rid of display drivers:

I uninstalled the drivers, i have SilentumPC 600w VERO L2 psu
