How are these published?

Must they support the OSVR 1.x HMDs?

Is there any sort of exclusivity agreement, that would prevent them from either appearing on Steam or Oculus' marketplace or supporting their respective hardware?

OSVR is a hardware agnostic platform. Anyone can make a device for OSVR.
For the games to be approved, they have to support the OSVR platform. Any hardware device on that platform will automatically work.

As for exclusivity, absolutely none. OSVR is about making VR as accessible as possible. Developers are free to release their games anywhere they wish. The funding has no bearing on that.
