After I shut PC down, doesn't get power to start up again until unplugged for ~hour. Also dies while asleep Runs great when on

When I shut my PC down most of the time, my PC wont turn on unless I unplug it from power for an hour+ most of the time. Also when I put it to sleep, the light flashes on the tower that it's asleep and sometimes it will just stop flashing and it loses power or sometimes I will press a key to have it come back on and the flashing light stops flashing and it dies like it doesn't have enough power to start. I RMA'd my PSU and it seemed to work fine for a few days but now it's back to the same fuckery. I updated bios, reset the cmos battery, checked all jumpers, checked all power settings in BIOS, reset BIOS, checked all settings in windows, reseated all components except CPU, ensured all wires were secure. Looked for anything wrong everywhere. I'm beat. WHAT THE FUCK. PC runs great while it's on.

What does "not up to the sleep power state" mean? It would do the same thing sometimes after being shutdown and not just sleeping. Do you mean the power off state = sleep power state too? I ran the paper clip test on it and it didnt turn on. It was my first time doing that and the cable colors weren't present but one of the slots was different so I assumed that was the power on switch and the next one over was a ground. I used pins 16/17 and 15/16. Couldn't get it to turn on. Maybe they did send me a piece of shit. Does that make sense that it worked fine for the first week though?
 
Ran the paper clip test on my PSU and it wouldn't start up. So I guess they sent me a bad PSU to replace my bad PSU. Surely something in my system couldn't be doing that to the PSU? Or is it just bad quality control?
