after install Gpu > monitor and mouse are lagging

When i install the driver that time gpu is working.but when i restarted the pc.then pc is stucking.But sound system running well.
amd radeon hd 5450
Driver: Amd catalyst control center.
ram: 4gb
core: corei2

when i uninstall the driver,gpu is working!

Disable the onboard graphics in your BIOS. Had this same issue yesterday after installing a new GPU.

When you restart it's setting your onboard as default and conflicting with the GPU, which causes the PC to lag.
