After new mobo, psu, pc does not post.

So i've been having this problem for about a month now. My pc will power on but I will get no video display on my tv or monitor. I had a solid gear 600w psu and I replaced it because I thought it was bad, but I was wrong. Just now(like 5 mins ago) I installed my replacement mobo. Gigabyte 970a ds3p toreplace my msi 970ag43. This did nothing. What happens now is my pc turns on, fans turn on normally, then psu fan blows hard as f**k, r9 270x fan stops spinning and then starts again. I've had it running idle for a couple minutes and still have no signal. PLS HELP AND DONT MAKE ME WASTE MORE OF MY PAFRENTS MONEY!!!!
 
We all make mistakes. Also it looks brand new. I got it from my cousin back in November 2014. No dust build up at all




 
No other gpu. My pc has all fans spinning, hdds active, leds on optical drive are on, cpu fan is on. Also, do you think sapphire would possibly take my video card to see if it is faulty or dead? Would I have to pay for a new one. I made a ticket on there website because I am 100% sure the gpu is the problem
