Question After overclock

Greetings to all. I encountered a problem after some changes for CPU in the bios. My PC won’t boot anymore, q-code states b7. Tried to remove cmos, it didn’t help. My question is, do I need to flash bios with USB? Thank you in advance
 
removing CMOS won't help alone, you've gotta unplug the PC from the power and cycle through pressing the power button to discharge any capacitors. then you need to remove the CMOS and wait for 10-20 seconds before putting it back in and powering the PC. (many people forget to disconnect pc from power, that's why I said this, sorry if I'm stating the obvious)

The PC was without power cord all night and without CMOS batery. Thank you for fast response. I will try to discharge using the power button…
 
Any more suggestions would be much appreciated, it’s the first time when I encountered this…to not boot after bios changes
