After power is on for few seconds PC reset on and off indefinitely

Hi,

I've just put together a new build:

Z370 AORUS Gaming 5 (rev. 1.0)
VENGEANCE® RGB 16GB (2 x 8GB) DDR4 DRAM 3200MHz C16 Memory Kit , CMR16GX4M2C3200C16
CPU i7 8700

Symtoms:
After power is on for few seconds, PC reset, on and off indefinitely.
I just put the RAM + CPU + MB (test without RAM as well) but not working.

Could you help me to find out this issue ?

No CPU cooler? That's probably why.
