When i press power button of the computer my room's lightbulbs shows power fluctuation and then my computer restarts and keep restarting until i turn off my computer's ups for few minutes and then it starts as normal. it happens randomly 1-3 times in a day.
It started happening when i changed my cpu from i3 6100 to i7 7700k and for that i had to update my motherboard's bios too. so i thought this new cpu is faulty so i took out the new cpu and install my old cpu(i3 6100) but even after that my computer stuck on loop restart when i press my computer power button but happens only 1-3 times a day.
I unplugged everything like monitor, ups, keyboard , mouse, graphic card, hdd, rams etc only 4 things used motherboard, cpu, cpu fan, psu(smps) but even then its keep restarting i can tell by looking at the cpu fan when it kept on & off. so i know its motherboard, cpu or psu that is faulty (i already changed cpu fan) but i cant figure it out without changing all those things one by one and it will cost me way too much if i get it wrong first two times.
I removed UPS and plugged the computer directly to the electric sockets but no good.
also used only ups and removed the ups plug from electric socket and get it on the ups battery only but still no good.
I tried to install my previous bios(thinking may be updating bios causing this problem) but it cant be install that one after updating to latest so i installed some other old version bios that can be installed but still no good.
The problem could not be outside of computer because i used only ups and removed the ups plug from electric socket and get it on the ups battery only but still no good. also every other electrical appliance when plugged in runs well without any fluctuation, it only happens if the power button of the computer is pressed...
so my question is how can i be sure what is faulty in those 3 things without changing it one by one?

motherboard- gigabyte h110m-h
cpu- intel i3 6100
psu- Corsair TX550M 550W 80+ Gold
graphic card- gigabyte 2060 super
ram- corsair 4gb & 4gb other brand
ssd - samsung 250 gb
hdd- western digital 1000 gb
