Recently after cleaning up my HD 7990 GPU and turning everything back on I have encountered a problem of having 1 of the 3 fans spinning at maximum speed just after turning on the computer, meanwhile the HWmonitor shows that the associated GPU core is at 30°C. First I thought there must be something with the 4 pin power connector, and I have disassembled it 4 times to 4 x check if there is something wrong with it, but no all 4 pins are intact, the connector's plastic frame is scratched because of trying to pull it off with a screwdriver but all the sockets are undamaged, the wires are all intact as well. Are there any solutions to this problem, because the fan sound is ANNOYING as hell, and the most optimal solution I have is to turn it off or to sell it and get myself another GPU, although this is a great one and it has served me with grace during the past 4 years! Looking forward to your solutions!

Solution
I am not responsible for any damage during flashing.
First use gpuz to save bios then download-

Vbe7 to mod bios goto fan tab and set it to default.Save the bios.I always recommend flashing bios in DOS.

Download ASUS GPU tweak and set GPU speed to default and also tell me that is only one fan is spinning or all are.If only one is then your GPU bios forced it to 100% to take some place of the two fans.

Hi, actually I have tried to tweak the fan speed with MSI afterburner, and now with the ASUS GPU tweak II, but even putting it on silent mode nothing changes. I have tried to tweak the settings for both cores. Nothing helps. How can I reset the VBIOS settings?

Solution
Here is the solution for me:

The 4 pin power connector was damaged (the blue wire pin), so I had to repair it.
There was no need to do all the above mentioned procedures including flashing the new bios etc.
