After reinstall losing fps...

I had to reinstall windows and I lost somewhere between 5-7fps on my benchmarks. All the video drivers are the same and the overclocking is the same. Is my card defective?

why did you reinstall again? is anything wrong with previous one?... did you update your graphic card driver after reinstalling windows?

Standard windows 8 bug, except this time it wouldn't be fixed. The blank screen before login crap.

CPU is overheating and its downclocking itself to prevent it from frying

I have a corsair h110 brand new liquid cooling loop. Heat is not the issue. Plus fps loss is gou related usually. Why would it suddenly start heat issues now?
