After Reinstalling Drivers I Cannot Connect to the Internet

Hello friends, i will try to keep this as short as possible. Yesterday my PC gave me a BSOD because of Display Driver reasons, so i took out my R9 280 and used the integrated graphics so it would not crash, I used DDU to uninstall my drivers and went in to install my latest AMD drivers (R9 280 OC Edition), good thing i had already downloaded them before because now i cannot connect to the Internet in any way possible, everytime i try to do a Troubleshoot it says Diagnostic Policy Service Disabled, when i try to start it it says Error 5: Access Denied. I would not be writing this if i had not tried 3-4 other fixes and not failed. I have done a Sfc/scannow, the scan came up with no problems, i tried adding some local connection thing in Command prompt, nothing happened, I went in to the registry and did a few steps to change permissions and to no avail, i cannot do a clean windows install because i do not have a Windows Disc. I appreciate any help and i am willing to answer any question

So i don't know how, i can connect to the internet, but, only though wireless connection and it says i have limited access. DPS still cant be activated and the PC basically doesn't seem to notice the Ethernet connection.
