Question After restart my games run 30 fps lower, rtx 3050 laptop

After restart I noticed a decrease in fps, from 60+ to 30-35, this happens only in triple A games like the Witcher 3 or God of War. In league of legend for example the performance didnt drop. I upgraded the drivers, downgraded, upgraded them again and the problem still persists, I even upgraded to windows 11. The ram runs at full MHZ, gpu goes to 100% in this games, I even got a new stick of RAM, from 8gb to 16gb, dual channel, 3200mhz. I noticed that the cpu goes only at like 25% in games but I dont think that s the problem. Im at a loss here. Heres a pic with the performance in Witcher 3 : https://ibb.co/sCD57br.

I think it has something to do with wat usage, I played god of war and looked at the gpu power and it was actually going pretty well until the gpu power dropped at 30 wat.
