Question After restarting computer won’t boot up. Takes a couple of tries

Just built a new pc and there are times where I restart and windows won’t boot but the pc will power up. All the fans run and all the rgb from my fan and ram and gpu light up but nothing shows on the screen. I literally took everything out and plugged it back in. Windows will show up but after I restart it like 10 times. Any one have an idea what could be the problem? Here are my specs

make and model of the psu?
EVGA SuperNOVA 650 G3, 80 Plus Gold 650W, Fully Modular, Eco Mode with New HDB Fan, 7 Year Warranty, Includes Power ON Self Tester, Compact 150mm Size, Power Supply 220-G3-0650-Y1. When I restart it’s fine. It’s when I shut down and try to turn it on is when it happens most. Dumb question but could it be the actual power button that’s messed up?
