[SOLVED] After restarting PC getting no signal from monitors and having to force shutdown to fix it.

First off my Specs
CPU: Ryzen 2600x
MOBO: ROG STRIXx470-F Gaming
GPU: MSI RTX 2070
PSU : EVGA 650 GQ 80+
Storage: 1TB m.2 (C: drive) 1TB HDD 256 GB SSD

The Issue: I've been trying to wrap my head around this one but, I am unsure of what's wrong. (I believe it is the PSU) but haven't touched PC in 3 weeks since I was out of the country. I updated my GPU drivers and did a clean install once complete 1/2 monitors was black. it worked fine and I was able to see and use the taskbar however above that was all black no screensaver or anything. doing a restarting my system it left the pc in a strange state, both monitors showed no signal but my pc looked working and operating as it should. after a hard shutdown and reboot everything is back to normal. this has been going on for quite a while now and other times when my system loses audio or cannot connect to the internet doing a reset cases that same issue. any ideas on what it could be?

P.S just did my specks on PC part picker and my estimated wattage usage is 444W

I would try reseating the GPU, memory and all the mobo power connectors and see if that helps any

also try a bootable linux usb like ubuntu in live mode, I use it on every new and refurb build just to give the hardware a quick health check - if that works could be something else wrong with windows itself

I'll try that just b4 reseating happened again when getting out of hibernate/sleep mode. since this issue doesn't happen too often I'll report in a few days. going to constantly let my system Sleep/hibernate for different intervals.

after doing some testing and reseating the gpu the issue hasn't occurred at all thank you!
