[SOLVED] After turning off and unplugging PC, how long should you wait before installing GPU?

I am installing a GPU for the first time myself and am wondering how long you should wait after turning off your PC, before touching around in it.

Turn the PSU off as well with switch on back then you can touch it as soon as you are ready.

Do you mean unplug it from the back of the chassis?

If you have a decent one there should be an 0 - switch on the back, turn it off.
