After Updating from a 350W to 550W and from an ATI HD7660D 2GB to AMD Sapphire R2 270X 4 GB, I haven't been able to open certain programs and I can't even get into File Explorer. What's going on and how do I fix it?

Win 10 Pro (Version: 10.0.14393.1066)
(C Drive) 2 TB SDHD (Hybrid SSD - HDD)
(E Drive) 1 TB HDD (Not Showing)
10 GB Crucial RAM 1600 MHz
AMD 4GB Sapphire Dual-X R9 270X (Overclock Edition)
Thermaltake 550W SMART PSU

The rest is a normal AMD FX-8120 System

Also since updating I can't get 1/2 hdd's to work (I had a 1TB HDD and a 2 TB SDHD [Hybrid]). Sometimes I can't get into any programs and sometimes I can get into some on the C drive (2 TB SDHD). Can you tell me how to do fix this as well? I'm going to take out the drivers when I get some time and I'll let you know what happens. When I try to open a program it says

"The specified module could not be found."

It didn't say this before I put in the new components. Even when going into 'run as admin' it won't work most of the time. I also tried going into the Task Manager and Run Task from there but it doesn't usually work. Can you please help me?

I have restarted the computer and taken out the old programs but it's still happening (I haven't restarted since taking out the old components). When I restart I'll leave an update. Thx for the advice.
