With the 970 I was getting 100 FPS+ all the time, after upgrading to the 1080, I get around 65-90 rarely 100

SPECS:
CPU - AMD Ryzen 7 1700x
GPU - ASUS ROG Strix GTX 1080
RAM - 16 GB DDR4 (not sure exactly which one)
If I missed any important components please let me know, all help is appreciated and I really want to get this fixed since I've been playing CS:GO for years and want to continue :~)

Not sure anymore at this point.

1)Gpu and cpu temps are good.

2)I noticed XMP/DOCP wasn't enabled in either benchmark. The memory was running at 2133, not 3200.

3)Windows up to date.

4)Windows files are intact?https://support.microsoft.com/en-us/help/4026529/windows-10-using-system-file-checker

5)Windows Game Bar and Game Mode disabled.

6)PC is clean of viruses/malware? https://www.malwarebytes.com/adwcleaner/

7)Motherboard drivers updated.

After all that, only other thing I can think of is software, or combinations of software, that are causing performance problems.
Your system should be capable of 120+ fps in CS:GO on ultra settings; more at lower settings.

Do 2 runs of this^.
One with the 1080, the other using the 970, and post links to these results, like so:

Hey I know I'm a month late but just now had the chance to switch out my GPUs to test.

With 1080: https://www.userbenchmark.com/UserRun/21056522

With 970: https://www.userbenchmark.com/UserRun/21061147

I'm still super confused though because now with the same setup as before I had even purchased my 1080, my FPS is SIGNIFICANTLY lower than it was back then. (From almost always above 200 fps to barely hitting 120 with same components)
