After upgrading GPU my PC stutters every once in a while

I just upgraded my gtx 750 ti to 1060 6gb
my specs
cpu fx 6350
gpu now (1060 6gb)
motherboard GA-970A-DS3P
ram 8gb 1.6 dual channel
psu corsair 550w CP-9020102
So , this is my issue , i start a video for example , it will work fine , then drop fps really hard for a second or two and then continue to go smooth , this happens in a 2-3 minute cycle
same with games
I get into League of Legends game , works fine for few minutes 0-10 never same amount , then fps drops very low and it fixes itself in few secs , same with netflix, youtube.
Temperatures while watching videos are 20 C cpu , 40 GPU , while gaming , 32 cpu , 52 gpu , so its not overheating ,
I also tried the gpu with my other pc that has ryzen 1800x and 2.4 mhz ram, it works flawlessly.
Im thinking that it might having to do something with HDMI?
I ordered DVI-D to VGA adapter to test this theory , does anyone know a solution maybe?
i tried all driver version, older now, this is the furmark score

no go , also tried my curent psu on other pc with the card , still works,could it be my bios? never upgraded since 2012 when i bought the mobo...

Try uninstall gpu drivers and install again. Maybe some conflict with the 750ti drivers. Since it happens during games and Netflix I think it's not the gpu or cpu. Maybe a driver or bios needing an update.

did that , tried out older versions of drivers aswell , only thing i didnt try is BIOS update ,but im kinda scared to do so.
my bios version is
