After Windows 10 update randomly getting a black screen after playing a video

So I am having an issue with my PC where it is randomly going to a black screen with just a cursor on the HDMI displayed TV. This randomly happens when I start to watch a video. When this happens it modifies the resolution making the cursor a lot bigger than it should be. The only new things with my PC is that I finally ran the Windows updates from April until now. Also on that same day I updated my NVIDIA Graphics drivers for my PC. I cannot isolate the cause of the issue. The other threads similar to this are all over 8 months old that I found and thus did not help me.

PC Specs:


  • ASRock 297 Killer Motherboard
    Windows 10 Pro 64- Bit OS
    16 GB of RAM DDR 3 G.Skill PC3-10700
    Intel Pentium CPU G3420 @ 3.20 GHz
    NVIDIA GeForce GTX 960
    2 Internal HDDs with 559 GB Free of 931 on C: and 521 GB of 1.81 TB on D:

It does happen when connected to VGA. I usually have 2 Monitors hooked up through VGA and HDMI. I just tried clearing the Windows update cache and will see if that helps.

So I tried clearing the cache and it did not work for me. Any other suggestions would be appreciated.

Also a new issue has started to occur. My taskbar will randomly not let me use the start menu or notifications section. I have to restart Explorer to get it to work again.
