Afterburner OSD shows decreased GPU core clock, Lim1 No Load appears and fps decreases for half to 10 seconds

MSI Afterburner's OSD shows that the GPU core clock drops to lower values, even to low-power 135Mhz, when this happens it also shows a LIM1 NO LOAD line too. This causes extreme fps drops(currently only in gtav, ive never tried with other aaa games, but i didnt experience this in any other game) which is unplayable even by me(i can quickscope anybody at 7 or more fps*). I tried this with oc and without, doesnt matter, tried underclocking, setting Windows to put more power to pcie, but no hope.

N3450, 4Gb DDR3-1600, 920MX, 1600x900, 1Tb HGST 7.2
i know this thing cant run anything but hey: i s*ck!
still has warranty, hdd has a trillion of bads, file Manager takes a hell of a lot of time to load if one instance is not open already, only these symptoms occur on this bad boy
i read lots of things from voltage problems, cpu throttling, etc etc but i just dont know what to do. first 2-3 months of use was without this issue.
