Afterburner shows no change when attempting to apply user defined fan speed?

I have an OC profile saved on Afterburner, and have just recently tried to apply a user defined fan curve. Ideally, I'd like to keep the GPU under 70 degrees while gaming, so I set the fan speed to increase and adjust depending on how hot the GPU gets. Happy with the curve I landed on, I decided to play Fallout 4 (mix of high and ultra settings) for about 2-3 hours and see how things would play out. The good news is Afterburner said my GPU never got hotter than 68 and the max GPU usage was at 80%, but one thing I noticed that seemed amiss was the fan speed. It showed at a constant 49%, both minimum and maximum.

I've double-checked my settings; user defined is selected, auto is disabled, predefined fan speed curve is set to the custom curve I made. I even tried to switch these settings in case I had user defined de-selected and auto enabled, then loaded back into Fallout 4 for a minute or two since the GPU usage would be high enough for the fan speed to increase, assuming it would abide by the curve I set. Yet still, no luck.

The strange thing is that if I set the fan speed slider on Afterburner's main menu (setting a constant fan speed, which I previously had at 90%) then it instantly acknowledges that and adjusts the fan speed accordingly.

Anyone have any ideas or solutions? My GPU is an MSI GTX 1060 6GB OCV1.

I can't really test this as my card is watercooled, but i'm pretty sure auto fan has to be enabled or the fan will remain at a static fan speed.
Both the auto fan and user fan button lights should be lit up for a custom fan curve to work.
