Question Age of Orange Tree

I bought a Pale Mandarin Orange Tree and I am wondering the age of it. The tree is about 2" 9

Hard to tell by this picture, but it looks grafted (meaning it wont grow to be a full sized tree, called semi-dwarfs).
From this picture, most likely 2 years old, maybe 3, but if it was 3 it did not have a great time growing up.
