I was planning on getting a R9 390, overlocking it.
Pairing it with an i5 4690k and overclocking that to 4.2GHz
I only have 2 4GB sticks of Ram, a basic 7200rpm HDD, 2 120mm case fans, nothing else significant
Is my 600w Bronze power supply enough?

Solution
It may work as a temporary solution(few days while you wait for a better one to arrive) but given its quality issues I would suggest against using it as a long term solution. As DonkeyOatie suggest the EVGA B2 is a very good budget option.
I want a PSU that will run my system at about 70% of my PSU's rating. An overclocked i5 and an overclocked 390 will exceed 400W enough that I'd want 650W.

I'm sure that there are some, but no Bronze 600W PSU comes to mind that I'd recommend for such as system. The Seasonics are 620W, and the XFX's and Antec HCGs are 650W, as are the good Gold EVGAs. I'd start with an EVGA B2 SuperNova 750 semi-modular, under $50 at the moment and very good.

What he said. That PSU is not high performance enough for a gaming system (It is also not really powerful enough 70% of 600W is 420W, and I would expect a significant number of demand spikes well in excess of that with the overclocked 390.) The 390 cannot be overclocked very much, it is already close to its limit, so a good high-performance 620W PSU, like a Seasonic would be sufficient.
