I'm looking to upgrade from my current RX 480 which still serves me very well in 1080p. But I want something that's going to significantly improve VR performance and also be suitable for a resolution upgrade to 1440p. I'm not looking to spend crazy money, but willing to go up to about £350.
I'm tempted by ray-tracing but I can live without it. My current most sensible option is, I think, something like an RX 5700, although I hear from some people that Nvidia delivers better VR performance.
Thoughts?

The 5700 or 5700 XT are perfect for VR. Although the 1080ti might give more performance if you find it for a good price.

The 2080 is still way to high priced imo, better get a cheap 1080ti then.

But either way, you will see a huge performance upgrading to any of these.
