You're going to have to provide a little more information to get a good answer without someone making fun of you (like I'm thinking about doing  )

Price range? CPU? What are you gonna use it for? Details.

AGP 4x? Well, 8x card will work on 4x motherboard at 4x speed. Very few applications use that much bandwidth and the performance difference between 4x and 8x is noticable only at high resolutions and color depth, and with anti-aliasing and anisotropic filtering on. Here you go:

Something in that range will work with AGP 4x.

I have a PIV 1.7GHz and I need a video card to go with it...although the mobo is a 4x max...so wouldn't it be a waste to get one of the higher end cards with 8x? My price range is ~$200 and I need a good gaming video card.

$200, 9700nonpro ALL THE WAY, baby. It's 8x AGP, but don't worry about it at all. You'll NEVER notice (especially because you don't have an 8x AGP board to which to compare it  )! Anyway, I'd say EVERY $200 card these days is 8x AGP, so there's no sense in trying to avoid it.

These days, no matter what company you like, be it nVidia, ATi, or whatever, no matter how logical your reasons, you're labeled an idiot or a fanboy, or both.

The GeForce4 Ti4400 128MB is a good deal for $200, most FX cards are 8X-agp based. The fact that the Ti4400 can compete very well with low-end GFX cards.
