agp texture acceleration not available

my friend have a dell pc, running windows xp sp3. When running gta 4. It display texture like lost signal television and very lag. I can see the texture a little bit. When i check dxdiag, it says agp texture acceleration not available. What is the problem. Here is the image of his graphic information on dxdiag

and he does not have internet connection. If he want to download something. It's up to me to download and use a usb to copy. And his cd drive have dvd rw on it but it cannot read dvd, just cd. So it's not possible to install windows 7 through boot from cd

also, i have my own laptop but weaker graphic card. It run gta 4 no lag but not display the road and building texture. Just see cars and people, objects clearly. And it restrict that i cannot change graphic option
