Question Aida64 Cpu Throttling

Hi! Does anyone know why aida64 says CPU is throttling even though it is not overheating? Below are my specs

Motherboard: Asrock B760m SONIC wifi+bt
Ram: 16gb Kingston Fury Beast DDR5 4800mhz
CPU: Intel I5 13500
Cooler: DarkFlash DC-240 AIO Liquid Cooling
Storage: 120gb ssd & 1TB HDD
PSU: Coolermaster MWE 650w 80+ bronze

But is the CPU actually throttling or is it just the application telling you that?

I guess I figured it out now, I used Intel Extreme Tuning Utility 10 mins ago and started a 5 min stress test, it detects that I am having a Power Limit Throttling. I then look up on another threads regarding about the issue and found a tutorial on how to set Long and Short power duration limit, I've changed both of them to 300w and now Intel Extreme Tuning Utility does not detect any throttling, but I wonder why aida64 still says CPU throttling.
