AIO CPU Cooler: Can I replace the radiator fans without dismounting pump/block?
Yes you can. Depending on how you have radiator mounted, it could even be possible to swap fans without removing radiator.

And there won't be issues with the contact between cooling plate + paste with CPU if i mess around with radiator?
Since the pump is literally screwed to the motherboard, you would need to pull with enough strength to rip the tubes away to have any adverse effect on plate-CPU contact.
As long as you don't disturb the pump mount you shouldn't have any problems. Obviously avoid any stress being transmitted from the radiator and hoses to the pump with careful handling.
