so i plan on getting more ram and i will have to change the side my tubes are on cause they are ram side what is the next best position for the tubes to be (my tubes on the rad are top side)

Solution
im going to have to remove my aio pump connected to the cpu and put the tubes on a different side cause the ram won fit in the closest slot to the cpu

the red lines are what i mean what is the next best placement for the tubes to go or does it not matter

WHOA! Whoa, whoa...
Take those fans and move them to the other side of the radiator, please.
With them further away from the solid panel, they have more 'breathing room'.

As for the tubing thing, watch this:

Bottom line: avoid having the pump be the highest point of the loop. That said, tubing up is inferior to...

Need a picture to explain what you want to do. Text tends to leave some things, unsaid. With AIO's these days, orientation of tubes doesn't affect the temps. The orientation of the fans and how they intake cooler, ambient air affects your temps/performance.

If we are talking AIO's:

Up top radiator, tubes front of back doesn't matter.

Up front radiator, I prefer tubes on bottom. If tubes on top are too close to the same level as the pump there's a risk of vacuum sucking in air from the top of the rad.

Side radiators are in the same boat as top rads. The barbs tend to be towards the middle so you are far away from any air voids.
