Not sure why you'd want to cool a 1650, them things can nearly run fanless, at least my 1660 can with just case fans moving air around, it hardly ever gets to 65c with 20% fan speed.
I have to agree with those above. If you are having a problem with cooling the 1650. Then you don't need an AIO you probably just need a case fan or a better case. It sounds like you are starving the 1650 of air. What is your specific application here? Do you have a small form factor build?
If there are cooling issues with a particular gpu, sometimes it's the fault of the manufacturer - they DO drop the ball on cooler designs from time to time.
