Air cooler tips

I have i5-4690k with a stock cooler but the cooler became to loud and it is very annoying. Because I'm on budget I would but an air cooler, but I don't know what should I look at when buying it. Would this cooler menage to keep normal temperatures of i5-4690k that is slightly overclocked? https://www.thermaltake.com/products-model_Specification.aspx?id=C_00003214

You're better off with a 120mm tower in all honesty, the bigger surface area & fan means less noise, smaller fans run faster.

What country are you in, how much do you have to spend??

I live in Serbia l, and coolers are around 15-30$ more expensive then in the rest of the world, but I wanted to order one from Hungary, because they're cheaper there. I intend to spend 20$-30$ on cooler.

Deepcool gammaxx 300 would be a decent choice if its the right price.

Thanks madmatt, but what does the specifications mean? What airflow and air pressure are good, how many heat pipes should it have and what should be their diameter?
