Air-cooling a processor...

OK I don't really understand what this page is asking me to do. I'm visually impaired and can't read instructions before they disappear.

My question:
What air-cooling solution do you recommend for the i7 4960X, (TDP=150W), and also for the i7 3970X processor, (TDP=130W).
