The best "budget" air cooler would be the afforementioned Hyper EVO.
If you are willing to pay some more, you could get:
Noctua NH-D14
Phanteks PH-TC14PE
BeQuiet Dark Rock 2 Pro
All on par with each and very high performing. Though very big of course.
If you want to go AiO, I wouldn´t really too much about leaks nowadays. And if you go with an Corsair AiO, imo they offer that speciall warranty with which they would compensate you every damaged components caused by a leak.
yes i keep getting that answer as well, some are even saying that i should go h20 (corsair h100i) for OC but im having second thoughts about h100i cause of the leaks and stuff.

oh and another thing. if i would go with noctua would it stress my motherboard because of its weight, cause im kind of worried that maybe just a little bump on the case would damage my board or whatever
In theory, yes. And I am pretty sure you can find reports of broken motherboards due to the additional weight.
But in my personal opinion, I wouldn´t worry about it that much. Just don´t ship it with a heavy cooler assembled.
