Air Cooling or Sealed Liquid Cooling

I have a PC that I recently got I have a i7 4790k and a Asus Sabertooth mark s z97 Board and a Cosair 760t case I just want to know should I got with air or sealed cooling I plan to over clock later but not now but I would like something that will keep my CPU cool if I do decide to over clock any help please my budget is 80-140
