Depends what build will wearing it...

Fireclaw-Bear - 15IAS/Shael (FHR) jewels (3x Sheal in weapon, 20% from
somewhere else -> fastest possible attack) or 2x 15IAS jewel

Elemental Druid - PSapphire for mana, PT for mf, PR for life, Tir for mana
after kill. These are the cheap choices 😱)

I recommend this set for fireclaw-build only! All other build get better
damage from uniques.
