Alienware 6500u i7 | will bottleneck RTX 2080 ti?

Solution
Your CPU will limit the RTX 2080 Ti to the point it would be a large waste of money. A GTX 1060 6GB is about the most I would spend on a GPU to pair with your CPU. Even then, you will be limited by your CPU and may not be worth it.

i7-6500U, being dual-core with HT is on par with 3rd-gen i3.

If you want to use an RTX 2080 Ti and get high fps in gaming, you might as well plan a desktop build.

Do you think i can upgrade my Intel?

are we asking about a 300-400+ watt desktop GPU...in a laptop? LOL!

Not happening. (If this 'amplifier' mentioned is some way of running an external GPU, then, certainly an older 4c/4t i5 processor running about half-speed of a desktop variant will massively limit it anyway...)

In short...

Desktop, schnell!

He could do it, that Alienware graphics amplifier has a 460W power supply in it. It would just perform so much less than intended due to the dual-core CPU that it would be pointless. Better to go with a GTX 1060.

*Actually, if you also bought a 4K monitor the CPU limitation would be considerably less. It would still be a limitation, but just not as much as with a 1080p screen. But you seem to have the budget to build a desktop, which would give you full performance.
