Alienware Area 51 Build Problems

A friend of mine has an alienware Area 51 build made by dell. He dropped it off and asked me to look at it, he says he thinks lightning got to it. With the PSU plugged in The interior case lights, the MOBO lights are on and the Vents on top Move. But when you press the Power Button on the front Nothing happens. I Tested the PSU with a paperclip and it came on as well as everything else in the case, the Fans, and CD drive, My guess is that these came on because they are connected to the bottom command board and not the motherboard. My guess is that this may be a bad Motherboard but Im concerned about the other Small Control board at the Bottom. Does anyone know a way to test this small control board?

The control board is a MS 4195

The Motherboard is a MS 7543

 
How old is the computer? With Dells, the first thing I think to change in these situations is the CMOS battery - when going bad, it can often cause crazy things to happen. I would be inclined to believe it could still be the PSU, the paperclip test is very rudimentary and only tells you if the PSU recieves power and tells nothing about it's operation. A multi-meter is a minor improvement for testing a PSU since you can at least see the output voltages. When lit, what color(s) are the mobo light(s).
