AMD's chips may not run as hot as Intel ones do but they should have not have cheaped out on the cooling. The R4 uses Alienware's vapour chamber cooling with 6 or so heat pipes. While this one is stuck with just 4 heat pipes. Most premium laptops at this price or a bit lower even, provide better cooling, i.e. 6 heat pipes (without a vapour chamber though) I think. Maybe that is why they could not go for the 140W (125+15W) 3070 and settled for the 125 (115+10W) 3060/70.
AMD Ryzen is not a "budget" option in today's times, Dell.
