All artifact deck legal?

Do you mean "5-color" there? Though if it's all artifacts, none of the cards
would be colored - I assume you're meaning here "all artifact lands, four
each of the five colored ones plus maybe Darksteel Citadels"? As long as you
don't have more than four of any one card (by English name) other than basic
lands [or Relentless Rats], your deck's perfectly legal.

Whether this is strategically a good IDEA is a different question, but that's
a job for .strategy, not .rules . One good Energy Flux or Shatterstorm would
probably ruin your deck's whole day...

He's playing with all 5 mana colors, and all artifacts and artifact
creatures...almost all fifth dawns with sunburst..so most of the
creatures are coming out at no less than 5/5...and it seems very hard
to beat. I know the no more than 4 of the same card rule, but this all
artifact deal was kicking my ass. I dont have that many artifact
destroying cards in my deck! (well NOW i might, now that i know what
he's playing with, but still, it didnt seem right).

So, his deck is similar to the Sunburst theme deck
(http://www.wizards.com/magic/displaythemedeck.asp?set=5dn&decknum=4&lang=en),
only somewhat more so? I see that seven of the artifact creatures
with Sunburst have a casting cost of 5 or more, so he wouldn't even
have to mess with Fist of Suns to maximize the +1/+1 counters on his
creatures.

100.2. In constructed play, each player needs his or her own deck of
at least sixty cards, small items to represent any tokens and
counters, and some way to clearly track life totals. A constructed
deck can have any number of basic land cards and no more than four of
any card with a particular English name other than basic land cards.

In tournament environments (and casual environments based on the
tournament environments), there are also requirements that all the
cards appear in certain sets.

Period.

Certain casual environments may include restrictions on the color mix,
but you haven't said anything to suggest this might be the case for
you.

One example used by some friends was based on the five (at that time)
Elder Dragon Legends: Each player was randomly assigned one of the
Elder Dragon Legends and their decks were required to include that
card and refrain from using the other two colors. They then had a
five-way game (with the players arranged like the pentagon on the back
of the cards).

Another example was used for an event called "War of the Machines":
Each deck was allowed to have at most four of each Urza's land, at
most one of each other card, and they were not allowed to have any
references to any color or basic land type (so colored cards were out,
Coal Golem was out, and cards like Cyclopean Tomb and Throne of Bone
were pointless and out).

Or Kormus Bell even (instead of Cyclopean Tomb). (My ISP isn't
receiving news at the moment for some reason, so I have to post via
Google and wait for the posts to appear.)

But he'd probably want to play it anyway, to drop the cost of stuff like
Suncrusher and Solarion and to maximize the effectiveness of Pentad Prism...

Every single deck strategy you can think of has cards that are
specifically designed to fight against it. If you're finding an artifact
deck is getting out of control, make a deck that's designed to beat it.
Stuff it with Shatterstorm and Pillage and Naturalize and Oxidize and every
other artifact smasher you can find. His deck will roll over and die. Heck,
just a Warp Artifact or two will make his day pretty miserable.
