[SOLVED] All cut scenes in games have audio out of sync.

I'm not really sure where to correctly post this issue. Every single video game on my PC without fail has the audio fall out of sync with the video during cut scenes. Once I'm in the game, audio and video are synced perfectly. All videos played on my PC have no issues, it's only cut scenes in games. It makes playing stuff like RPGs unbearable. Even things that are not difficult to render fall out of sync. I've searched all over the internet and never been able to find an answer or even anyone with a similar issue. It's been going on for years. Any ideas?
Processor: AMD Ryzen 7 1700x
RAM: 16 GB
GPU: EVGA Geforce GTX 1080ti
All games on an SSD, drives are always up to date.

Has this problem been only for this system? If it's been years, just trying to think of if there's something you might be installing or configuring that could interrupt cpu/gpu work flow during cut scenes? Possibly audio enhances or something else like Riva Tuner, or upping audio quality too high?

Some suggestions;

Audio quality set to 24bit 48000Hz

Fullscreen optimisation disabled for the game's exe under compatibility

Revert any overclocks

Running Windows balanced plan with a minimum processor state of 10% in the advanced section of the balanced plan profile.

Game bar disabled

Game mode on or off

Revert Nvidia Control panel to default settings and change power management to maximum in case during cut scenes the gpu is slacking...

Whats your sound chip? Onboard, sound card or GPU? What's your motherboard? If you're using Realtek audio, see if updating drivers directly from Realtek helps.

Whats your monitor and resolution/Hz settings do you play under and are you using Freesync/Gsync or Vsync?

Sometimes cut scenes can be recorded at a low frame rate. To test, try limit fps to around 60 using Afterburner or Nvidia inspector (If game doesn't have an built in limiter) and see what happens.
