Question All devices on my network fail to connect to anything the first time, then work after a refresh ?

So, every device (wifi and ethernet) is failing to connect on the first try. Sometimes (mainly with browsers) it works with one refresh. Other times (games, apps, streaming services) it takes multiple retries and sometimes just leaving it alone for a while for it to actually work.

1) I tried the public DNS servers as I had been recommended by other forums I looked up. It worked for a day then came back that night.
2) I've called the ISP (TDS), and they came and measured the connection and said there's nothing they can do since I have my own equipment.
3) I have a Netgear Nighthawk Modem and a Netgear Nighthawk Router. Both have all lights working. So, I called Netgear (multiple times) with my issue.

First time they had me change DNS Servers, it worked for a little then stopped again.

Second time they had me reset the router to default settings and then change the DNS server again, worked for a little then stopped again. (starting to see a pattern?)

Third time they had me connect to the modem directly, get the information from the modem (ipv4 address, subnet mask, mac address, etc.) and manually put that information into the router's settings. Again, it worked for a little then stopped. This time when it stopped the router lost all internet capabilities until I reset it to default settings.

I did a packet loss test and found that the first 30-40 packets that get sent have around 290ms response time where the rest have around 50-80ms

Now I'm waiting on a callback from netgear's "Level 2 Troubleshooting Team" to see if they can figure it out.
Any ideas? This is kind of annoying to deal with given my wife works from home and we are both gamers outside of that.

1) Try disabling IPv6.

2) Look in the router's logs. The router's logs may provide some clue regarding what is happening.

Who has full admin rights to the router? You will need help from that person.

3) Run "ipconfig /all" (without quotes) via the Command Prompt.

Copy and paste the results into your next post.

Sorry for the late reply, my work shift is during a really annoying time currently.

1) IPV6 has been disabled since before the issue occured
2) Router logs say that I am having a lot of "[LAN access from remote]" from random IP addresses and ports as well as RST scan and ACK scan DOS attacks, both from random IP addresses and ports. Given that this is a netgear router, I believe that it is fairly common for the false DOS attacks.
I own the router therefore i have admin rights.

We already tried changing the DNS server to a few different ones (google dns, Netgear's own dns, and one other provided by TDS that was slightly different than google dns) and no improvements. Also, given that Google's DNS is public I've heard a lot of concerns over the safety of using it.

Change the dns in the end device rather than your router. The router acts as a proxy and sometimes it does not work all that well. Check the browser settings to confirm the DNS is not being over ridden. You could of course test it by configuring in a browser if you want to see if it changes anything
