[SOLVED] ALL fans won't start up at boot (randomly) ?

Very rarely after bootup my CPU hits 100 degrees and system freezes with BSOD. I did not know why that happened for a long period of time, so I just keep restarting my PC after each BSOD. This happens completely randomly and very rarely, 1-4 times per month with everyday PC usage. System works completely fine with this issue, like nothing were happened at all, just ALL fans are not spinning until 100degrees cooked up my CPU and the system freezes.

By all fans I mean: CPU x2, 3x front case fans and 1x rear. GPU fans working just fine. When this happens, Motherboard showing 00 instead of cpu-temp in led indicator on MB. I've got a couple of videos showing how this looks like, one of this is on YT.

Motherboard: MSI MEG Z490 UNIFY + ACE
CPU: I7-10700K
CPU cooler: Noctua nh-u12a
GPU: GTX1080TI
RAM: DDR4 G.Skill F4-3200C16-8GVKB 4x8gb
PSU: Raidmax Cobra RX-1200AE-B, 1200w + Asus rog thor 1200w

What I did:
  • Unplugged all fans except CPU 2x
  • disabled all sleep features
  • disabled fast boot
  • BIOS updated to the latest version (on UNIFY only)
  • CMOS clear
  • BIOS reset all settings
  • Changed PSU from Raidmax to Asus
  • Test MB outside the case on plastic surface (UNIFY)
  • Turned my home stabilisation system to transit mode
I already tried to solve this issue on MSI forum, so far no good, I bought new PSU and MB, and that did not help.

My current situation is very upset, I contact my local specialists and solutions we made so far are:
  • contact with this issue my local MB distributors and give them UNIFY for testing (yeah, that was not a wise idea to buy the same MB from the same manufacturer, but here we are)
  • find 3rd MB, most simple and cheap one, from another manufacturer, and test with it
  • buy CPU (I bought second MEG in case I'll buy another simpler MB from RMA returned money to assemble a new PC (family purposes)) and try with different CPU/RAM
I'm just desperately hoping someone here already had this issue before and know what to do. This is probably my last hope before I will initialize RMA (that probably won't work in this case) and return one of my MB to the vendor for testing or something.

Look in Reliability History and Event Viewer.

Either one or both may have captured some error codes, warnings, or even informational events that preceded the BSODs.

Clean out all accumulated dust and debris.

Verify by sight and feel that all cards, connectors, RAM, and jumpers are fully and firmly in place.

That happened again just now, after wake up from sleep. I saved all System, Applications and Administrative events. I did not see anything suspicious here, system did not see malfunction, there are this logs just right after wake up:
The system uptime is 20880 seconds.
The system has resumed from sleep.
The system time has changed to ‎2021‎-‎09‎-‎17T13:12:15.500000000Z from ‎2021‎-‎09‎-‎17T08:30:27.450576000Z.
Change Reason: System time synchronized with the hardware clock.
Firmware S3 times. ResumeCount: 1, FullResume: 1436, AverageResume: 1436
...
There are no errors, some DistributedCOM and multikey service fails, thats all.

Reliability History is clear from errors today.

I tried one thing I have never tried before - reboot. After reboot for 1sec all fans start spin and slowly stops, and just as windows starts loading MB shows 00 again. Tried 4 reboots in a row, all the same.

There are no debris and dust on PC, see YT vid.

for anyone else this seems to be something linked with msi... my msi z490 does this randomly and without any link to why. I tried a bunch of things like OP bio flash to the latest , reset bio , clear cmos you name it. the solution for me was to buy a new z490 mobo I doubt all msi boards have this issue but its pretty random sometimes I can go month without it happeneing
