Maybe your HDD is corrupted

Maybe your browser have any problem

Maybe your antivirus program is blocking them.

When you say all files, do you mean:
-- just files from the Internet through your browser?
-- all downloaded files, including songs you purchase in iTunes or other online song purchasing sites?
-- all files, including photos/songs you download from your smartphone?

And did you try just saving a web page & opening it separately, since that would also be a "downloaded" file?

The only time I have ever seen that is with bad memory. A memtest may help.
