All frequency settings are grayed out in BIOS (Gigabyte)

I have an i5 6600k at all stock settings, and I just recently got a Corsair H55 so I thought it would be a good idea to overclock. My motherboard is a Gigabyte GA-Z170x-UD3, and I should be able to overclock my cpu and other hardware. However, my the Host Clock Value, CPU Frequency, and Memory Frequency settings are all grayed out. What's the problem?

this is due to intel turbo boost. It will not turn the frequency up until it is needed. If you turn off the power saving featues it will go right up the clock speed intended.

When I selected the Auto setting on the CPU Upgrade category, it gave me options to automatically overclock (I think). A window opened up giving me options to either overclock an i5 6600k or an i7 6700k. I clicked the option that said "i5 6600k 4.4 GHz" and Saved & Exited the bios. The temperatures did not change, neither did the frequency, it's still at 3.5 GHz. I went and checked again and in the BIOS it says the option is 4.4 GHz but the frequency isn't actually changing.
