Question All Games 1second FPS Drops on different PCs - Win10

So with the help of this forum I've solved several pc related problems over the past month

But one problem was there since the beginning: FPS drops but only for 0,5 - 1 second and sometimes it even jumps up 1 fps resulting in stutter, too

I've had it on my old PC (which I've sent back and received the same again)

H310M pro-m2 plus
i5 8600
GTX 1070
Noname 500w PSU - happened on both, the one I sent back and the replacement.


Then I've upgraded to the following (for more information click the signature)

ROG Strix 390-E
I7 8700k
GTX 1070
Seasonic Focus 650W Platinum


What I did:
- Watching Task Manager and Process-Explorer for demanding tasks
-Tried XMP and XMP1
-Watching temperatures (Just yesterday the Temps got much better, as I've put a case fan in, it was fine before, except for the psu getting high temp because of the hot air accumulating) - so no thermal throttling
- I did two userbenchmark tests (one on my old and one on this system) where everything at least run as expected, some even above
-Disabling V-Sync - then I'll get more fps but strange enough : I'm still experiencing stutter on my 60hz tv when the fps drop from 100fps or higher to 95-97fps (I just don't get it)
  • Changing Nvidia Power Plan to Max
  • Changing Powersaving option to high performance
  • lowering graphis, setting high resolution and high settings to see if anything changes, but nope.
It's always either 1fps drop (from 60 to 59) or 3/4fps (from 60 to 56/57) and only for a mere second, enough for a brief but annoying stutter.
CPU-Z shows that my CPU and RAM lowers by 1 or a bit more before changing back to
RAM is going from 1333 to 1332 or 1334 repeatedly (in sync with NB Frequency lowering from 4000 to 3996 or 3999 etc.)
CPU from 4300mhz to 4296 or 4301

So just tested in on The Witcher 1
It happens on new games, old games, settings on max, on low, doesn't matter.
Tried overclocking, stock clock nothing changed.
Process Explorer isn't showing anything demanding, the GPU and CPU got a lot of room to spare.

- Any suggestions?

Edit: System Defrags HDD on regular basis, so I can rule that out, too.
No Virues or maleware either (scanned with ESET and Malewarebyte's Anti-Maleware)
No thermal throttling, Temps are now even better than the ones from the screenshot, that 69c was worst case scenario already, now it's at 59-65c
CPU at 45-55c

Also tested with Gaming Mode (eset) on and off, no differences.
I've tried a few things already, but it seems no one knows what causes it.
I've watched a dozen of smililar threads and it's always the same: problem unsolved even though there are quite a few people with the same problem out there

It's kind of a reach but can a HDMI cable cause those problems?
I've connected my GPU via HDMI to a TV - should I buy a VGA cable?
Among those threads I came across one person claimed that this solution did the job

I forgot to mention this, that is something I've also tried: Moving from HDD to SSD, no changes whatsoever (except for even faster loading times)

Edit: Also forgot this: Tried different GPU drivers, from older ones to newest, installing them using DDU - nothing

Please Guys, I'm at a point where I would happily pay for help

I hate double-posting, but come on, what else can I do?

Asking me for information -> I provide Information -> No answers. - that is basically how it goes most of the time,
and for the Specs I've created a CPU-Z Signature.



What I did:

I'v also bought something to test the socket's grounding, should arrive in an hour.
RAM and CPU arte dropping from their max boost by one or two
Ram = from 1333 to 1332MHZ
CPU from 4400 MHZ to 4397MHZ (sometimes a bit more or less, for both RAM and CPU)
Should stay constant while ingame right?
