All games forced to 59 hz

For some reason all of my games are forced to 59 hz, while my monitor is at 60 hz, which results in really long alt tabbing. If I check nvidia control panel, it says 60 hz.

I tested out two games, csgo and wow. Wow doesn't even give me an option for 60 hz, just 59.9.
For csgo:
If I set my monitor refresh rate to 59 hz and alt tab out of that game then it's really quick. If I set the refresh rate back to 60 then I get a black screen for about 5-7 seconds.

My system:
Windows 8.1 Pro 64 bit
gtx 980
ASUS VS Series VS228H-P (using HDMI)

Any help would be appreciated

60Hz is many times 59.XXHz, it is normal and well within spec.

I've seen the alt-tabbing issue many times, usually fixed by setting it to 59Hz or, like said before, a specific 59.XXHz.

Another solution I have seen is to create a custom resolution and manually adjust the refresh rate that way, and then select the resolution in Windows Screen resolution.
It's normal for a 60Hz monitor to run at ~59.9Hz or so. If setting the refresh rate to 59 fixes it for you, then leave it at that. It's a common solution to this issue, either setting it to 59 or a certain Hz (e.g. 59.XX).
 


I came from an AMD card, r9 280x and wow gave me the option for 60 hz + csgo alt tabbing was much faster, so I find it hard to believe what you're saying. Anways it's probably related to geforce drivers, since I'm using the same OS and hardware (excluding the GPU) as before.
