All games have low FPS

So I upgraded my PC to 64 bit, and since then my framerate in all games have been extremely low. CSGO runs at about 15 FPS, when it used to run 80 minimum. I downloaded a program called DriverPack which installs all my drivers, and it worked fine for the night, then I went to sleep and in the morning it was horrible again.

Specs:
CPU: Intel Core 2 Duo E8400
GPU: GTX 560 ti
RAM: 4 GB
PSU: EVGA 500W

What OS were you using and what are you using now? are you certain you haven't turned up the graphics settings in the new setup?
Also check you have the right driver for your graphics card, don't rely on whatever the hell DriverPack is to do it. Go to Nvidia and download it yourself.

That's an old machine and it won't really get much benefit from a 64 bit OS anyway, probably went from 3.2-3.5GB RAM to 4GB and that's about it.

Not related to your framerate problem most likely but I don't like 3rd party driver apps, they are unnecessary and often cause problems. Get your drivers direct from the manufacturers website or from MS, don't get them anywhere else.

I just went from Windows 10 32 bit to 64 bit. I checked other threads, and the best answer for one was suggesting DriverPack, which did help my fps, but not for long. I just upgraded to 64 bit to use premiere pro, and play games like overwatch, which did run a constant 50 fps, and now runs 10 fps. Also I've tried installing my driver's from the official website, and hasn't helped.

1.) Running out of RAM. 64bit Windows likes to use 2-3GB for itself, so good luck doing anything with 1GB of RAM. Forcing your computer to use your page file on the hard drive will grind your PC to a screeching halt after a couple minutes. 32big Windows uses far less RAM for the OS, explaining why you used to have better performance over time.

2.) Running out of VRAM. Your 560ti, by today's standards, is about as ancient as an AMC Gremlin. With 1GB of VRAM, I wouldn't be surprised if newer games like Overwatch are just slowly running themselves out of room.

Drivers won't fix this problem, nor will reinstalling anything. Background tasks and updating (especially auto installers) will also bring your PC to a grinding halt, especially with only 4GB of RAM and 64bit Windows 10 and, I'm guessing, an IDE hard drive.

I'm not sure, around when this started happening I checked my cpu usage and it was only at 20%. I can check again
