All Games Locked at 30 FPS on a GTX 750 Ti

I play games like CS:GO and other fps type games. I usually run CS:GO at 200 fps on a GTX 750 Ti but it caps at 30 for some reason. It only recently started happening. Also I think it might have to do with the fact that I cant launch GeForce Experience. When I try to it says that the "installer failed"? Please help because this is frustrating me deeply.

The only reason CS:GO would be locked at 30FPS is if you have VSYNC On and your monitor is set to 30hz. The Geforce Experience has nothing to do with it. It also is widely known problem for Nvidia, Just reinstall the program.

What tab is Vsync under? I can't find it in CS:GO's options?

It was already disabled. I found that switching VSync on and then off again helped fix it tho.
