All games stutter when moving or strafing on high end pc

Hi guys, I recently built my new PC and I'm having the following problem which is driving me crazy as the one thing I wanted this Pc to do was play games extremely well (the plan is to eventually sli the 980s to really push the monitor).

I get stutter / micro-stutter every 3 or 4 seconds whenever I move around/strafe during games even though I'm running a constantly decent fps with no apparent fps drops/spikes (eg remains around 95 - 110 fps in the vanishing of ethan carter), regardless of in-game graphics settings (low high or ultra, or optimized using geforce experience, fullscreen or windowed etc). Here's the potential give-away....If I stand totally still and move the mouse around (even rapidly) it is as smooth as butter, when cutscenes play, again, it is as smooth as butter. However whenever I run/walk/strafe using keyboard/mouse combo I get this annoying stutter / jitter / hiccup every few seconds or so.

I know the problem is not the ROG Swift GSync monitor as the problem still occurs on a mates monitor and on my hdmi 50" tv in the living room.

I've ruled out the ssd or hdd as I've tried clean installs of windows 8.1 on each, as well as installing steam/origin/uplay on each.

The mobo is using latest bios. The RAM has been tried at default of 1333 and XMP profile of 1866. The cpu at stock 4ghz and also at an overclock of 4.4ghz (via OC Genie)

I've also got MSI afterburner although I'm not sure how to read the graphs to my advantage yet.

I've run memtest86, prime95, unigene, CPU-Z, ccleaner, kombustor (in conjunction with afterburner) and also used gigabytes own tuning program as well as using no tuning programs at all. Also two different anti virus software programs, and even run with no antivirus. All drivers / patches on the OS, software and hardware appears up to date.

Whenever I run stress testing/benchmark programs such as MSI Kombustor (amongst others) the graphics again appear exceptionally smooth (again, as I am not controlling the movement). This leads me to believe that I potentially have some kind of problem with my input devices? I have tried the various polling ratios on the back of the keyboard. I have also tried altering the delay on keystrokes from within windows. I have tried uninstalling the corsair CUE and running the keyboard with basic drivers as well as the mouse drivers, I've tried using other keyboards/ mice and still the same issue. I've tried adjusting the polling rate on the back of the keyboard also.

Please help guys, as you can tell I'm at a bit of a loss!

UPDATE

It seems to be mostly when i am using the keyboard and mouse at the same time? I have tried different keyboard and mouse (from a clean install) and tried them in different usb ports.

I stumbled upon some threads on the nvidia forums which talk of IRQ conflicts. I checked my system information and I have conflicts which are as follows....

IRQ 16 Intel xeon processor e3-1200 v3/4th gen core processor pci express x16 controller - 0c01
IRQ 16 nvidia geforce gtx 980
IRQ 16 intel 9 series chipset family pci express root port 1 - 8c90
IRQ 16 intel 9 series chipset family usb enhanced host controller - 8cad

also

IRQ 19 intel 9 series chipset family pci express root port 4 - 8c96
IRQ 19 killer e2200 gigabit ethernet controller (ndis 6.30)

I also get various I/O port conflicts related to each, and to motherboard resources and to direct memory access controller

To top it off there are memory adress conflicts for the above and for intel 82802 firmware hub device

Any ideas?

edit: I've been saving up for this pc for a while, selling lots of stuff to raise the cash to purchase it all in one go, I hope someone is able to pinpoint the problem rather than me having to purchase new parts for it! cheers guys
 
Solution
It may be one of your inputs. This is a weird issue that I've not really seen.

*I suggest using DIFFERENT components or unplugging them temporarily. Don't use the headphones, then unplug the mouse and strafe with the keyboard. If you still get stutter you know it's not the mouse or headphones that is causing your problem at least.

Hi, it has happened on all games I've tried so far including:

The vanishing of Ethan Carter, Battlefield 4, Payday 2, Titanfall, Crysis 3, The Witcher 2 and Tom Clancys Splinter Cell 2
 


Hi, Just tried uninstalling and disconnecting headphones, unplugged mouse and played the vanishing of ethan carter with JUST the keyboard, still getting the same issue.

I'm assuming it'll be the same outcome on all games and I'll try the same process on different games after work and with a different (basic) keyboard.

Hi, I will check this, I have used msi live update program for this so I will see if they match? I'm assuming they should?

UPDATE: I have tried installing drivers off the msi gaming 5 motherboard website as the seemed slightly newer than the ones that msi live update was providing. The problem still persists 🙁
 


Hi. Thanks for the suggestion, I have tried this but to no avail. I am tempted to do a clean install (again) and have a more generic / bog standard keyboard and mouse plugged in and see what happens! The keyboard and mouse I use are both wired :) Corsair k70 rgb and a cheap trust gxt gaming mouse.

UPDATE: I have tried a clean install using my old keyboard and mouse. The problem still occurs so maybe I can rule out it being the keyboard?
 
Hi all, I think I am narrowing down the problem.....

I have also tried a gtx 670 in my machine and the exact same problem still persists! I was running msi afterburner with the games and noticed that the stutters coincide directly with spikes (drops and returns back up) in GPU usage / power.

Anyone have any ideas on this?

What sort of cpu temps should i be looking for? Spikes in temps or just a generally too high temp? The ram tested ok with memtest86. I've also tried it with anti virus switched off. Thanks
