Question All games suddenly stuttering on Laptop

My battery is pretty shot, so after a power outage the battery lasted like 10 minutes or so and the laptop shut down. When I booted it up again I noticed that I get horrible fps and stuttering in almost every game (like 15 fps and dropping to 3-4) and I cant figure out why. I already tried formatting, I checked the diagnostic thingy on the boot up menu which said everything is normal except the battery.It's an HP Pavilion 15-AU110NT

Have you checked temperatures? Is Windows being shut down properly, or is it using fast start?

I checked the gpu temps with msi afterburner and I think I know what the issue is. My GPU is going from 100mhz to 1188 mhz every few seconds.
